Utility Billing Information

The Village of Mukwonago provides water and sanitary sewer services to most Village properties.  To cover the costs needed to provide these services, the Village created a Water Utility and Sewer Utility.  List below are the costs associated with operating these utilities as well as other information you may find useful.

Meter Reading & Billing Dates
Meter Reading:  Readings are generally taken the first week of March, June, September, and December.  Actual readings are taken for every account unless otherwise stated on bill.

1st Quarter:  December-February

2nd Quarter:  March-May

3rd Quarter:  June-August

4th Quarter:  September-November

Billing Dates:  The billing for water and sanitary sewer is on the same bill.  Bills are mailed out as follows:

1st Quarter:  Mailed by 3/31

2nd Quarter: Mailed by 6/30

3rd Quarter: Mailed by 9/30

4th Quarter: Mailed by 12/31

*Bills are due at least 20 days after the date bills are mailed out.  Billing periods are from the first day of each quarter to the last day of each quarter.  Actual readings are taken for every account unless otherwise stated on bill. Bills are calculated based on water consumption (1,000 gallons) in addition to flat rates.

Penalties

After the due dates, penalties are applied to the remaining balance.  The penalties are charged quarterly and are as follows:

  • Sewer Usage Charge and Sewer Service Charge – 10% Penalty.
  • Water Usage, Water Service Charge, Public Fire Protection, Private Fire Protection, Garbage/Recycling Charges, Storm Water Charge – 3% Penalty.

SANITARY SEWER RATE AND SERVICE CHARGE

The sanitary sewer rate is reviewed and determined by the Village Board during the budget process.

2018 Financial Consultant Enacted Recommendations

  1. No increase to revenues overall.
  2. Adjust rates to increase fixed charges and reduce volumetric rates.
    • Move costs for handling Infiltration and Inflow (I/I) to fixed charge.
    • Increase fixed charge revenues from 15% to 23% of total revenues.
  3. Use $900,000 of connection fee reserves to fund septage receiving and digestor upgrade.
  4. New septage revenues of approximately $114,000 projected.
  5. Issue debt to fund remaining $3.1 million of capital costs.
  6. No anticipated rate increases for the next five years.

Summer Sewer Rate BreakFor residential users only.  During the 3rd quarter, the sewer charge shall be the same as that assessed for the 2nd quarter, unless the water consumption for this quarter is less than that for the 3rd quarter, in which case the charge shall be for the actual water used.

To receive the Summer Sewer Break, concentrate your summer water usage during the months of June, July and August.

For all other customers, the charge shall be per 1,000 gallons based on the metered water used.

The water rate and quarterly service charge are approved and determined by the Public Service Commission of Wisconsin.

Current Rates:

$4.30 per 1,000 gallons of water consumed-First 25,000 gallons used per quarter.

$3.94 per 1,000 gallons of water consumed-Next 475,000 gallons used per quarter.

$2.43 per 1,000 gallons of water consumed-Over 500,000 gallons used per quarter.

Public Fire Protection Charge

Under Wisc. SS 196.03 (3)(b), the Village of Mukwonago has chosen to charge retail general service customers the public fire protection service on the utility bill.

This service shall include the use of hydrants for fire protection service only and such quantities of water as may be demanded for the purpose for extinguishing fires within the service area.  This service shall also include water used for testing equipment and training personnel.

Private Fire Protection Charge

This service shall consist of permanent or continuous unmetered connections to the main for the purpose of supplying water to private fire protection systems such as automatic sprinkler systems, standpipes, and private hydrants.  This service shall also include reasonable quantities of water used for testing check valves and other backflow prevention devices.

Garbage/Recycling Charge and Storm Water Charge

The Village bills residential customers a quarterly recycling collection charge of $15.75.  The Village bills commercial properties who use John’s Disposal Service for garbage and recycling services.  The fees depend on the size and type of service.

In addition, several properties within Storm Water Utility District #1 are billed for storm water services.  All of these charges appear on the quarterly utility bill.  The 2017 rate is $8.52 per ERU (Equivalent Residential Unit) per quarter.  For more information on storm water, please visit the Storm Water Management and Utility Page.

Sample Billing Scenarios
The following are a few samples of what a quarterly utility bill will be for 2018.  Water and Sanitary Sewer charges are based on consumption of water.

Utility bills are 8.5” x 11” invoices.

 

Example A

For a basic residence that uses 10,000 gallons of water in a quarter (Quarters 1, 2, and 4)

Water Charges

Water consumption charge=10 x $4.30=$43.00

Quarterly water service charge=$27.00

Total water bill charge=$70.00

Sanitary Sewer Charges

Sanitary sewer use charge=10 x $5.76=$57.60

Sanitary sewer fixed charge=$32.00

Total sanitary sewer bill charge=$89.60

Additional Charges

Quarterly public fire protection charge=$32.70

Quarterly recycling charge=$15.75

Total=$48.45

Example A-Total bill for water, sanitary sewer, public fire protection, and recycling=$208.05

 

Example B

For the same residence that used 10,000 gallons of water in the 2nd Quarter, but uses 50,000 gallons in the 3rd quarter from lawn sprinkling, car washing, etc.

Water Charges

Water consumption charge (First 25,000 gallons consumed) =25 x $4.30=$107.50

Water consumption charge (Next 25,000 gallons consumed) =25 x $3.94=$98.50

Quarterly water service charge=$27.00

Total water bill charge=$233.00

Sanitary Sewer Charges

Sanitary sewer use charge (not more than the 2nd quarter amount) = 10 x $5.76=$57.60

Sanitary sewer fixed charge=$32.00

Total sanitary sewer bill charge=$89.60

Example C

For a business with a 1” meter and a 6” Private Fire Protection connection that uses 35,000 gallons in any quarter.

Water consumption charge (First 25,000 gallons consumed) =25 x $4.30=$107.50

Water consumption charge (Next 10,000 gallons consumed) =10 x $3.94=$39.40

Quarterly water service charge=$42.00

Total water bill charge=$189.90

 

Sanitary Sewer Charges

Sanitary sewer use charge=35 x $5.76=$201.60

Sanitary sewer fixed charge=$50.20

Total sanitary sewer bill charge=$251.80
